Training of Civil Servants

The Training Unit of the Civil Service Agency is not simply concerned with training within the CSA but is trying to act, by default, as the training unit of civil servants employed with the state institutions. The Training Unit also coordinates outside partners’ training activities aimed at this particular target group.

The task laid before the Training Unit is to prepare, promote and encourage training of civil servants so as to enable them

  • to perform their duties and tasks in a professional, efficient and impartial way and

  • to provide support to creating necessary preconditions for integration of Bosnia and Herzegovina to European Union.

The training unit actively supports ongoing reform of the public administration through various activities aimed at capacity building of civil servants. Our objective is to cultivate a performance oriented culture that will be characterized by flexibility, accountability, improved performance and responsiveness.

Civil servants are well trained in their basic professional skills and respond to their professional challenges adequately. However, what we see as crucial for success of the public administration reform is specialized training aimed at improving soft-skills of mid-level and senior managerial staff – Training that will create a new managerial culture and philosophy.

Two priorities stand out in the strategic plan developed for the next three years:

  1. Increase management capacity of senior staff

  2. Implement a modern human resource management system

By the end of that period, we plan to have all senior civil servants at the institutions of the state of Bosnia and Herzegovina trained to a number of topics that shall help in bringing about the necessary change in the culture of the institutions. These include decision making, project management, time management, stress and conflict management, team building and team work, interpersonal skills, creative problem solving…

Today's workplace is full of challenges -- challenges that can overwhelm a manager who lacks the above skills. But unlike many other employee problems, this is a solvable one, and the solution can bring great rewards, to employee and employer alike. An employee who has undergone training is a different person, and a better employee. An educated employee never stops learning, adapts smoothly to continuous and complex changes in the workplace, accepts increasing responsibility, is self-directed and a better problem-solver, and understands the need to respond quickly to the fast changing world of today.

Activities of the Training Unit in the year 2003

The Training Unit began its organizational phase in February of 2003. During the period of 2003, in its first 10 months of operation, the Training Unit accomplished the following level of training delivery:

  • 11,500 + Participant/hours o f training

  • 149 Training days of training

  • 25 Training seminars designed, sponsored and conducted

  • 3 Conferences organized

  • 404 Civil Servants participated in training
