ACADEMIC programmes
Introduction
The objective of the training courses is to train public
administrators and senior officials on matters relevant
to joining the EU. Another important objective of the
courses is the creation of networks by bringing together
people from the fore-mentioned countries in the
Netherlands.

Each course consists of three components:

A theoretical component based on the
(European) legislation;

A practical component aimed at developing
skills (e.g. project-cycle management,
SWOT-analysis, drafting policy papers,
presentation techniques);
-
Site-visits.

The application process for these courses will begin
approximately 2 months before the start of the course.
Please check
www.cross-agency.nl regularly for updates on the
programme.
Participants
To be eligible for the training courses you must work
for the government, a governmental agency or an
organisation related to the government. In exceptional
cases, representatives from the private sector or from
NGO's can apply, as long as their participation serves
the accession, European integration process, or the
bilateral relations with the Netherlands.
All participants should have an excellent working
knowledge of the English language.
The maximum number of participants per course is 50. As
the courses are interactive, the participants will be
divided over subgroups.
Costs
The Dutch government pays for all costs (e.g. travel to
and within the Netherlands, excursions, board and
lodging, visa and insurance, the course itself and study
materials).
Application
Candidates should apply through this website
(www.cross-agency.nl) and consecutively send their
printed application form to the Royal Netherlands
Embassy in their country. Please note that a statement
from the candidates' employer is necessary.
Applicants who have been accepted for the
course are expected to duly attend. In case of no-shows
or (too) late cancellations (i.e.) within three weeks
before the course commences) the course organiser has
the right to claim all costs incurred from the
candidate’s employer.
The application instructions need to be followed
carefully. The Embassies will pass the applications on
to CROSS.
MTEC ACADEMIC
programmes
Introduction
The objective of the academic programmes is to train
high potential recent university graduates and young
public administrators on themes relevant for good
governance and to create long lasting networks between
the participants of these programmes.

Each programme consists of three components:

A full academic course leading to a Master's
degree in an area related to good
governance;
-
A social programme, focussing on getting to
know the Netherlands and building long
lasting networks between the participants;
-
A personal development programme aiming at
professional skills development.

Programme 2008

In 2008 the following academic programmes will

In 2008 the programmes will be open for applicants from
the following countries: Albania, Belarus, Bosnia and
Herzegovina, Bulgaria, Croatia, Jordan, Macedonia,
Moldova, Montenegro, Morocco, Romania, Russia, Serbia,
Turkey and Ukraine.

programme.
Programme information
Information about the programmes is provided in
brochures (new brochures are prepared each time a
programme is planned). The brochures are sent by the
Royal Netherlands Embassies to the national coordinators
in participating countries and/or relevant line
ministries well in advance of the course.
The brochures are also published on this website.
Participants
To be eligible for the academic programmes you must work
for the government (or governmental agency or an
organisation connected to the government) or be a recent
university graduate with outstanding study results. You
are not older than 35. All participants should have an
excellent working knowledge of the English language.
Candidates need to have passed a TOEFL-test (or
equivalent) with a score of 600. The maximum number of
participants per programme varies per year.

Costs
The Dutch Government will pay all direct costs like
tuition fees and participation in the social and
personal development programme. Besides that students
will receive a study grant to cover all costs related to
the study programme, living in the Netherlands and
travelling in/to the Netherlands (e.g. housing costs,
study materials, plane tickets, visa costs etc.).

Candidates should apply at the
Downloads-page and consecutively send their printed
application form to the Royal Netherlands Embassy in
their country. Go to Downloads, click on application
form for the relevant training, click on your country;
you can then download the application form.
After filling in the application form, candidates should
follow the link to the relevant website of the
organising university to complete the admission
procedure. Note: applicants who want to be considered
for a Matra Fellowship have to go through the regular
admission procedure of the university. Applicants who
have already been admitted by the university, only need
to apply with the application form at the
Downloads-page.
